Book excerpt: Covering the late colonial age to World War I and beyond, this collection of essays places the economic history of the American South in an international light by establishing useful comparisons with the larger Atlantic and world economy. In an attempt to dispel long-lasting myths about the South, the essays analyze the economic evolution of the South since the slave era. From this perspective, the conception of a backward, wholly agricultural antebellum South occupied only by wealthy planters, poor whites, and contented slaves has finally given way to one of economic and social dynamism as well as regional prosperity. In a coherent and cohesive progression of subjects, these essays show that the South had been deeply enmeshed in the Atlantic economy since the colonial period and, after the Civil War, retained distinctive needs that caused increasing departure from the course northerners adopted on matters of political economy. This comparative approach also helps explain the motivations behind the political choices made by the South as an eminently export-oriented region. This book shows that the South was not slower to develop with respect to industrialization than either the majority of the northern states, especially in the West, or the countries of Western Europe. In fact, the apparently disappointing performance of the New South's economy appears to be the result of more pervasive and largely uncontrollable trends that affected the national as well as the international economy. Global Perspectives on Industrial Transformation in the American South makes an important contribution to the economic history of the South and to recent efforts to place American history in a more international context.

The once Solid-meaning Democratic-South is now overwhelmingly Republican, and long-disenfranchised African Americans vote at levels comparable to those of whites. In The Rational Southerner, M.V. Hood III, Quentin Kidd, and Irwin L. Morris argue that local strategic dynamics played a decisive and underappreciated role in both the development of the Southern Republican Party and the mobilization of the region's black electorate. Mobilized blacks who supported the Democratic Party made it increasingly difficult for conservative whites to maintain control of the Party's machinery. Also, as local Republican Party organizations became politically viable, the strategic opportunities that such a change provided made the GOP an increasingly attractive alternative for white conservatives. Blacks also found new opportunities within the Democratic Party as whites fled to the GOP, especially in the deep South, where large black populations had the potential to dominate state and local Democratic Parties. As a result, Republican Party viability also led to black mobilization. Using the theory of relative advantage, Hood, Kidd, and Morris provide a new perspective on party system transformation. Following a theoretically-informed description of recent partisan dynamics in the South, they demonstrate, with decades of state-level, sub-state, and individual-level data, that GOP organizational strength and black electoral mobilization were the primary determinants of political change in the region. The authors' finding that race was, and still is, the primary driver behind political change in the region stands in stark contrast to recent scholarship which points to in-migration, economic growth, or religious factors as the locus of transition. The Rational Southerner contributes not only to the study of Southern politics, but to our understanding of party system change, racial politics, and the role that state and local political dynamics play in the larger context of national politics and policymaking.

Black’s nomination was opposed partly on the grounds that he had been a member of the Ku Klux Klan. This startling assertion is supported by an examination of the conflict that was then raging in Birmingham between the Big Mule industrialists and the blue-collar labor unions. Book excerpt: More than half of the 116 research parks now operating in the United States were established during the 1980s, with the aim of boosting regional economic growth. But until now no one has systematically analyzed whether research parks do in fact generate new businesses and jobs. Using their own surveys of all existing parks and case studies of three of the most successful--Research Triangle Park in North Carolina, Stanford Research Park in California, and the University of Utah Research Park--Michael Luger and Harvey Goldstein examine the economic impact of such facilities. As the name suggests, a research park is typically meant to provide a spacious setting where basic and applied technological research can be quietly pursued. Because of the experience of a few older and prominent research parks, new parks are expected to generate economic growth for their regions. New or old, most parks have close ties to universities, which join in such ventures to enhance their capabilities as centers of research, provide outlets for entrepreneurial faculty members, and increase job opportunities for graduate students. Too often, the authors say, the vision of "incubating" economic growth in a gardenlike preserve of research and development has failed because of poor planning, lack of firm leadership, and bad luck. Although the longest-lasting parks have met their original goals, the newer ones have enjoyed at best only slight success. Luger and Goldstein conclude that the older facilities have captured much of the market for concentrations of research and development firms, and they discuss alternative strategies that could achieve some of the same goals as research parks, but in a less costly way. Many of these alternatives continue to include a role for universities, and Luger and Goldstein shed fresh light on the linkage between higher education and the use of knowledge for profit.
